First go to their agent contact and verify they own the zip code (territory associations, with the check box marked)

If owned, go to the portal and login as the agent, and ensure the date added to the referral is after the date they purchased zip codes.

Check activity in the agent contact to ensure they didnt drop/add zip codes after date of purchase
If the zip code was owned at the date of “Date Added” create a ticket under Preferred Agent Request.
